Job Description:

The ETIS Business Manager reports directly to the Environmental Test and Integration Services (ETIS) Program Manager (PM) at NASA Goddard Space Flight Center and is responsible for coordinating and managing the ETIS business operations and financial process. The Business Manager will interface directly with group-level contracts management and finance & accounting personnel to ensure compliance with contractual and corporate requirements. Operational areas of responsibility include but are not limited to: Financial Reporting, Subcontracts, Procurement, and Travel & Expense Authorization and Reports. This position will be responsible for the preparation of Task Order cost packages Contracting Officer (CO) approval; providing direction and leadership to Business Operations staff to ensure timely and accurate submittal of required reports and information along with the resolution of any identified anomalies; reviewing and approving subcontractor invoices; providing appropriate financial information for 533 preparation; and maintaining timely and accurate weekly and monthly financial data upload processes. The Business Manager will establish processes to ensure timely submittal, reporting, and invoice receipt from subcontractors to meet posting date requirements for tracking and reporting; assist the PM in making business decisions based on analysis of financial data; and will serve as the point of contact for financial and contractual issues with the ETIS CO and ETIS financial analyst. This position will interface directly and indirectly with NASA, ETIS and QinetiQ North America staff to ensure that actual results and accruals are reported accurately and that the GSFC financial tracking system (TIMIS) is updated accurately. The successful candidate must possess and display a thorough knowledge of financial tracking and reporting systems; and must possess excellent problem solving skills to resolve issues timely. NASA contracting experience is highly desirable.

Qualifications: BA/BS degree in Finance, Accounting or another Business-related major required. The successful candidate must possess 10 years of experience in a business operations environment, with a minimum of 5 years management experience. Candidate must possess an excellent working knowledge of government business practices and contractual requirements. Experience should include working with Deltek, Costpoint and Timekeeping applications. Cognos 8 experience a plus. Successful candidate will proactively develop and implement process improvements to enhance ETIS business performance; manage personnel effectively; and prioritize multiple critical tasks.
